It depends on the particular fish.
When I was young we used to sell pompanos directly to two restaurants in Miami.
We also sold mangrove snappers and yellowtail snappers directly to several fish stores.
No, we didn't have any license and I'm sure it was illegal but we were just kids trying to make some gas money.
These days, all the commercial fishermen I know are trying to get out of the business.

Just got out of it after 28yrs. Way too many rules and regs to even think about getting into it now. Must sell catch to fish house at set price to get credit for next years commercial lic. Must renew at $50 a year to fish off shore line Commercial boat tag (more money) to use your boat (can't use boat for none commercial use). Can't sell catch to obtain highest return. It just goes on and on and that is inshore fishery almost imposible for offshore due to Quotas which is Federal. A commercial lic is usless without RS endorsment so don't think you can just get Commercial lic ($50) then go catch fish to sell. Not gona happen. Got ? pm me.
